i was checking to make sure things are going alright with my rig for upcoming Watch Dogs, and noticed that my GPU load was fluctuating a little from 99%-95% but would have a random spike to 60ish while playing bf4. Power consumption was around 98-102, Vram stayed around 2400, and temp of 63%. tried bumping settings down and the GPU load would go down to 70%, shouldnt it stay around the upper 90s? am i being bottlenecked since i cant hit 100? Same with bioshock infinite but no big spike for a second, but still stuck on 99% load. am i looking to hard into this? i know bf4 is poorly optimized. and use lamen terms please haha thanks in advance. and i play in 1440p on ultra with vsync on to stop tearing bc i get over 60fps 80% of the time

That's normal to see GPU usage go down if you bump down the settings and leave vsync on. This is a good thing because it means you can use higher settings usually. It's good to keep vsync on because it prevents screen tearing and it keeps the GPU from overworking itself. All you need is 60fps on a 60hz monitor. So if you keep vsync on the GPU usage will drop depending on how powerful your graphics card is and what settings you use.

Nobody can hit 100% The usage will always max out at 99%. You have a very good CPU. The Core i7 2600K is a very good processor and there's no need to worry about being bottlenecked when you're using a CPU like that.

You meet the minimum requirements to run Watch Dogs so it should run on your computer at medium to high settings. Ultra settings requires a minimum of a GTX 780 and a 4770K... Which neither of us have.
