I'm currently looking into building a gaming pc, and need some help in picking a cpu and motherboard combo. I've got the rest of the parts for the pc all ready to go(excluding case). My graphics card is the radeon r9 270, and I plan on overclocking the cpu. My budget for the cpu and motherboard is 200-250 dollars. Thanks in advance for replying.

Gets you an i5, which will be better than an overclocked AMD CPU any day:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i5-4430 3.0GHz Quad-Core Processor ($180.49 @ Amazon)
Motherboard: Gigabyte GA-B85M-DS3H Micro ATX LGA1150 Motherboard ($65.98 @ Newegg)
Total: $246.47
(Prices include shipping, taxes, and discounts when available.)

Would an i5 perform better than an amd fx8320 overclocked? I can get an fx8320 for a very low price right now.

Yes it will, and will be much better for normal computing like web browsing, etc.

But if you can get the 8320 for a lot cheaper, and a decent motherboard, you won't have too much less performance in gaming. Just be sure to get AT LEAST a 970 series board; you want sufficient power delivery.
