Solution
You can't OEM's (HP, Dell, Gateway, etc..) lock the BIOS to prevent changing the processor speed. And if the processor is an intel chip made in the last few years the processor would have its own locks to prevent overlocking along with a motherboard which does not support it.

model of the HP pc is what? for you, you would need to install a faster processor that the mother board supports.

Snipergod87 is right MOST current cpu's can not be over clocked using bios changes.
