Memory under clocking @1333 instead of 1600

As my title states, my Corsair Vengeance is clocking at 1333 in my bios instead of 1600, when I switch the profile to 1600, the system won't boot and Windows throws a boot error. I can't figure out the issue, as it works just fine on 1333. Currently running 2 exactly the same sets of Vengeance ram (I.e. 4x4gb). Any help is appreciated thank you.

Currently have the CPU clocked at 4.8 and the cpu voltage at ~1.45V (not home right now, can't give exact values). I can post pictures when I get home if needed. Thanks in advance for any help.

seems to be a problem with the board, see it in several reviews. even with bios updates.

this tends to be the form response they give on newegg... you could try that if you got it from there...

Not that this is an answer, but 2 sets of dual channel memory, even if it is the exact same model number, spec etc etc can cause large stability issues. The companies qualify memory sticks to work together and not all do with stability.

That's quite annoying. I hadn't noticed any complaints when I was going through reviews, seems I didn't go through enough. Any other suggestions?

@Danbuscus25 How will setting the voltage for CPU resolve the issue with the RAM (inquiring because I don't know enough about the intricacies)?

Manually set all of the timings, and even cranked the voltage up to 1.66v. Still didn't boot. I decided to just keep them at 1333 and lower the timings instead, since the difference in the gains isn't noticeable. Also, saves me the headache.
