I have an HD 7770 from Asus that i am hoping to squeeze some juice from. However, I have no experience in overclocking. Its the GHz edition, so I don't know if i can actually overclock it at all. Could someone help me out?

This guide is perfect for overclocking: http://lifehacker.com/how-to-overclock-your-video-card-... and there are also video tutorials that can help you on YouTube.

The main things you need to have:

A very good PSU;
MSI Afterburner, GPU-Z (to do the overclocking and measure temps);
A benchmark such as Heaven;
Good airflow within your PC;

If you have all of those things then you're good to go!

BUT DO SO AT YOUR OWN RISK.

download the latest version of MSI afterburner.

its very simple to overclock your GPU... literally a few button pushes.

once you get it, get on google/youtube and see what settings others have been able to safely get to on 7770s.. and also setup more aggressive fan profiles. (also tutorials on youtube for afterburner custom fan speeds)

Does the CX430 by Corsair count as a "good" PSU? I know its low wattage, but I only use about 250 watts of it, so there's no point going larger.

Overclocking does require some more watts. The PSU is definitely good, but you've got to check that the PSU is more than efficient for the system before overclocking the GPU.
