I have an old dell inspiron 531s desktop. It has a sempron processor and a geforce 6150se graphics card. I'm saving to build a new computer and in the meantime I would like to be able to play games such as team fortress two, half life, etc. What graphics card can I get that is cheap and able to play the above mentioned games at low or medium?

If you have the one I think you have, don't get it. First of all, it's a slim-line case, so it will only support half-height graphics cards. That limits you to low powered cards. Second of all, it's power supply, like most OEMs, is utter trash, and won't power anything beyond what the PCI slot can power.

You could use a 7750 or 750ti, but they aren't something you'd want in your more powerful rig.
