Pacemaker device connected to phone line - need options

My dad has a pacemaker. He has a Merlin@home Transmitter device that sits by his bedside and grabs data from his pacemaker while he sleeps. This data is sent to the doctor to monitor the pacemaker and ensure it is working properly. He just moved into a new apartment and I need to hook this up. He uses a cell phone exclusively so no home phone service. I checked with Verizon and for a dial tone he is going to pay $20 plus taxes. Merlin offers a wifi service however I would need to buy a wireless adapter and then pay $16,99 a month. Both seem like expensive options. Anyone know of a communications option to feed this data to his doctor without having to pay these high fees?
