When doing the gunship practice thing the frame rates were acting rather strangely, shortly after taking off frames dropped to about 8-10 and then after reaching the capital they regularly dropped to 0 for several seconds. CPU usage is fairly low, about 20%, GPU at about 50% and VRAM was not hitting its limit.

Generally the game is only about 20fps (albeit it more or less maxed), again, ~20% CPU, 50% GPU and a good few hundred MB spare on the VRAM. Also, strangely, on the main menu graphics settings screen decreasing the AA decreases the fps. Any ideas what the problems are/how to fix them?

Do not try maxing the game. Put everything on Med to High. The game is massive and you probably have your draw distance at 100%.

There is no point maxing Arma 3. It just causes problems.

Your frame rate would be low because you have everything so high. My GTX 680 runs the game on high at 40 - 60 FPS.

Even with the autodetect there is a severe frame drop and still low utilisations, which I really don't get, most other games will go 100% utilisation to get hundreds of FPS if vsync is off, this won't even push 100% to try to get 60.
