MSI 990FXA GD80V2 Click Bios II setting changes are not be applied after reboot.

I'm trying to overclock my FX 8350 and the bios only limits me to 1.49 volts and even drops down to 1.43 I know i can achieve stability to 5ghz if i can bump to voltage up more and with my watercooling system im sure its achievable.

The problem is getting the voltage past that 1.49 and to do that i need to go into click bios which i can and bump up the voltage to 2v if i wanted but wont but whenever i try to save and apply the changes and reboot, the bios settings dont change. This program is the only way prescribed by msi to get the voltages past 1.49v and any changes i make through click bios ii doesn't register after reboot.

I then went to change the fan settings too and even the fan settings i make in windows through click bios ii doesnt even save and register.

I'm realizing there a disconnect between the program and my bios and i can't pin whether its a driver issue, bios issue or mobo issue...
Any changes i make in MSI Control center or MSI Click Bios II are not being applied after I reboot. i also put in a new cmos battery

Any insight or alternatives?

yes but for for some reason not all manipulable options aren't displayed in the uefi bios,

example: i can change the fan speeds for some fans in the bios but the rest are on auto. so to change those auto settings i have to go into the in windows software.

another example: i can only go up to 1.49 volts for the cpu in bios but in windows click bios II i can go all the way up to 2v.

the options are import, export, default, and apply.

i apply it and then it prompts me to reboot my computer but then when i reboot and check the settings in either bios or windows nothing has changed.

this board has been updated to the latest version 13.5

side comment: yeah this is my first msi board. I do want to get my hands on the asus rog boards because seems everyones getting better stability and options for overclocking.

i can change options in bios and they'll stick but never the changes i make in windows.

Dug all i could and still looking over again. I'm going to see if exporting the settings made on windows and flashing it to the bios via usb pen will work however i don't have an small enough thumb drives laying around... more to follow. I just dont get why won't the change in settings stick after reboot..
