why is a i7 860 clone so hard to cool

tying to find the answer to cooling an i7 860 without touching water options
wow i just had a backtrack experience on cooling on my i7 860 xeon clone , @ 3.5ghz i was running prime 95 , the cpu was hitting 77c in less than a minute with an evercool venti, What i use on my 2500k and phenom II x6 1090T to keep them around 45 @ 50c on full load won't keep this 860 under 93c in less than a minute using prime 95 ,how can a venti do a better job than a hyper 212 evo on this 860. what on earth is causing this i7 860 to run so hot with a good air cooler on it. I use artic silver on it, push pull configuration on both the venti and the hyper 212 evo and for some reason i can't keep the temps moderated.

its a x3460 btw, and for some reason the artic silver i was using was not making good thermal contact with the cpu , i put some hyper 212 cooler master paste that came with the evo and wow it made a difference i changed the direction to north south on my heasink and between the 2 it made a huge difference. took over 2 mins to hit 60c now which is night and day better than hitting 93 in 20 seconds. And as far as that noctua D and C14 i am aware they are real good coolers however i hear on this side of 100 dollars the hyper 212 evo is about as good as it gets .
