i have an Inno3D GTX 760 OC with Intel core i3 540 3.07 GHz and 8 gb ddr3 ram with GREEN 585 watt power supply (model: GP585B)

as you know i have low fps in every game such as 23 fps to 19fps. Except GHOST RECON future soldier that i have 30 fps.
i know the problem is CPU with bottleneck GPU.
but is there a way that i can fix it with i don't know .... overclocking?
i can have at least 35 fps in every graphic game in ultra high. but i cant have it.
i turn off every thing in assassins creed iv such a shadows and v sync and......
but in the end i get 28 frame in sea ... and in cites get 24 frame.
it have no different between ultra high and low graphic setting.

Thanks gays for answering.

You can try to overclock your gpu a bit to squeeze out an extra few frames, but you are really overdue for a cpu upgrade. If your motherboard is a socket 1155, you can upgrade all the way to say the ivy bridge i5-3570 non k edition and get greatly increased performance

He cant . Its socket 1156

my bad, confused his cpu with sandy bridge and ivy bridge compatibility.

I'd say just upgrade your cpu to say the i5-760 or i5 650 (the higher number is better) you will likely have a hard time finding a retailer that carries them, but ncix or amazon may have them. otherwise it is time for a cpu/motherboard upgrade

before you do that though, i'd check to make sure oyu have no programs interfering with performance

run a driver sweep of your gpu drivers and reinstall the current ones. It almost kinda sounds like you are using the cpu graphics instead of your gpu, so check your power options and performance settings in the nvidia control panel
