I have proposed this build for my friend and would just like to know which ways I can improve it for him. I want it to be the best performance to price ratio possible for him. Any suggestions?

Just be aware with PC part picker the best price is not always the best price. For example CCL have low advertised prices but I've found their postage costs to be very high. Often Amazon is your best bet for free postage, or ebuyer. Or order everything from one place like scan / overclockers and get combined postage.
As mentioned above I think the 6350 is a false economy. It's not massively faster if at all than the 6300 and it's 125w rather than 95w for the same performance. If you are going to spend that much I would go with the 8320 mentioned above which is also 95w and give you much better performance for the money.
Also I would try to move your budget around and go for an SSD, I would recommend the Crucial M500 256gb as it's the best performance for the money at the moment in my opinion and then lower the 1tb drive to say a 500gb if you need to save some cash.
Also finally I would not use that motherboard unless you are specifically doing a MicroATX build. I run that motherboard in one of my machines and it's a good board but it's only SATA II and it doesn't have any USB3 front headers only rear ports. I would go with a standard ATX board with a 990 chipset if you can as it is far superior with not a great deal of difference in price.
