GTX 770 vs R9 280X + best brand for them

Hey, I'm building a new gaming PC and I need help deciding between these 2 cards.
PC specs (may change, still planing)
Case: NZXT Phantom 410
MoBo: Asus 990FX M5A99FX Pro R2.0
CPU: FX-8320 (maybe 8350)
PSU: Corsair RM Series 650/750 (still deciding)
RAM: 2x4GB Kingston HyperX Black 1600hz CL9
HDD: Seagate 2TB 7200RPM
CPU Cooler: SilentiumPC Fera 2 HE1224

Budget for card: 430$ - preferably less, but if it's worth it I can pay that much

Games I'll play:
- BF4 (more than others)
- Watch Dogs
- GTA IV (w/ Icenhancer)
- Batman AO
- Skyrim
- GTA V (Yay, emulators :D )
- The Last of Us (Like above)

Overclocking: Yes, but nothing extreme, just making sure I get the most of my card
Crossfire/SLI: Most likely no

if you intend to seriously o/c sapphire oc version will have unlocked voltage. if you are fine with minimal o/c over the stock speeds then you are ok with regular version.
from amd, sapphire really stands out! from nvidia that would be evga, but i cant go wrong with asus or msi!

Thanks for quick answer, but is the OC on the Sapphire's card really worth these extra 30$? Correct me if I'm wrong but it looks like the OC and regular Dual-X Boost are same piece of hardware just one is factory OC, so wouldn't it be better to get cheaper one and then maually OC it?
