i have a stock HP pc .i plan on getting an r9 280x but the stock mobo doesn't support a standard psu.
Setting Up Seperate PSU for my gpu ?

If that's so then you'd need a new motherboard and a new PSU that matched the motherboard and was powerful enough to run the Graphics Card. If it was me then I'd be think about a whole new PC - build it yourself or buy one prebuilt. Dell aren't conducive to upgrades. The cases are too small. And they use unique parts that don't go with anything else.
