Blinking/flickering Asus Eee Pc screen?

I have a used Asus Eee Pc Flare Series with Windows 7 starter, and it worked quite well until a few months ago (I've had it for about a year now). All of a sudden, when I take it off of the charger, the screen flickers and blinks to no end, until I plug it back in. I've tried making sure all of the power settings are balanced, the screen resolution is at its recommended point, and its refresh rate is at 60 hz, it can't go any higher or lower. I have been searching for anything to help, and nothing I've tried has worked so far. I need help, this is my school computer, and it is really troublesome that I have to stay plugged in to avoid the annoying screen issue. If it is any help, it runs Intel(R) Graphics Media Accelerator 3600 Series.

I'm a stay at home mom and college student, so it's unfortunately what I could afford lol. I adjusted the brightness and it still does the flickering, however, it's not as rapid or extreme as it was prior. The flickering makes my screen kind of jump and messes up the graphics of whatever I'm doing, making it hard to see. For instance, when it flickers, my toolbar at the bottom will flash in the middle of the page (if that makes any sense).
 
I understand. Didn't mean to come off harsh or anything.

Most laptops switch to a low power state on battery which will often dim the screen and low GPU and CPU clocks.
Most likely something is not working right when throttled.

Alternatively it could also be a bad LCD interconnect. Does tilting the screen worsen it?

No worries! You didn't seem harsh at all, in fact it got quite a chuckle out of me lol. Tilting the screen doesn't seem to affect it in any way.

Every time I try, there is no option for Intel rapid memory power management.

I appreciate you sticking with me here and trying to help like you have! My net book actually doesn't allow me to change certain things with the display. For instance, I had to download something just so I could change the wallpaper when I first got it. I went into the advanced settings section in the display settings and when I click troubleshoot, it says "if your current display driver allows you to change settings.." Which it does not because I can't click the change settings button. I tried making sure all available updates were installed, which seems to have helped, for like 5 minutes. Maybe I just got the reject of the net book group lol.

Do you have an intel graphics icon on the desktop (it should be blue and near the clock)? If so you can click on that to get to the graphics properties.

Its possible. It seems like a known problem to some extent
