Can't overclock my PC

Hi,
I'm having trouble overclocking

following are my specs :
Gigabyte GA-78LMT-S2
AMD athlon II x 2 270 @3.4ghz
RAM 4 GB @1333Mhz
Sapphire Radeon hd 6570 ddr3 1 GB
( core - 650 mhz )
(memory - 667 mhz)
cheap 300 w psu with 17 amp on 12v rail

So , I have a few questions,.i.e, more than one question but they're all related to OC'ing my CPU and GPU.

So, I followed a guide and tried OC'ing my CPU through the bios setup
I increased the FSB to 250
and accordingly adjusted the HT & NB multiplier (i have no idea what its for,i just followed the guide) , so they remained at their stock frequency , i.e , 2000mhz
and I set the CPU frequency to 4ghz , Then I restarted Windows, it booted successfully .
Since I didn't have a software to test stability so I ran AC4 : black flag since it stressed my system the most . But after running for a few minutes , My system crashed . I tried increasing the CPU core voltage from 1.4v to 1.44 but it didn't make a difference .
So I tried lowering the bus speed , I tried different combinations but it crashed everytime . :(
So , how do I overclock it ?

Now , coming to my GPU
I did some research and found out about Sapphire TRIXX .
So I used it to OC the core clock from 650 to 750 and the memory clock from 667 to 750 .
Now,everytime my sytem crashed the core clock got reset to 650 but the memory clock stayed at 750 .
Then I opened the AMD CCC and tried using amd overdrive , but there the core clock and memory clock were limited to a max value of 675mhz and 750mhz respectively .
So I opened trixx again and this time i increased the core clock speed to 675 mhz .

Now , I haven't played any games since then So my sytem hasn't crashed yet. But I restarted my system a few times and to my surprise now the core clock is still fixed at 675 mhz..

So what I want to know is :

1-Is my sytem capable of overclocking ?
2-If Yes , Then what is the max frequency tha I can achieve ?
3-Will it make any difference in games ?

I'm asking this because I read a few forums and there guys said that they OC'ed their 6570 to 900 and 1200 mhz (core clock and memory clock respectively). Like them I also want to get the max out of my pc .
So guys, please help me .

So , should I stop trying and reset my system to default values ?

And if its true then how are the other guys doing it ?

I'm just asking since I also want to get the best out of my pc , I think you can understand .

He is not talking about your PSU's details. The fact it is a cheap PSU makes it unreliable for overclocking. He means that you should have a high-quality PSU from companies such as Corsair or the items may get permanent damage.

K, So I reset the frequencies to stock values
And I couldn't see the my cpu's core temp before (maybe due to OC'ing)
So I ran Core Temp again and now its displaying my cpu's temp but its stable at 50 degree celsius.
I even ran prime 95 , but it still read 50 degree.
Then I used Gigabyte ET6 , when OC'ed temp reached 85 degree celius while runing prime 95.
After resetting the frequencies to stock values , it shows 58degree at idle and 75 degree under 100% load.

Isn't it too hot ?
Cuz I've read that an athlon x2 270's max temp is 74.
Can it cause damage to my system ?
What can I do to solve it ?
