You won't get accurate or consistent results if the testing software is installed on the same drive you are testing.
You need to test it with the drive maker's software for DOS which loads from a bootable CD so it isn't running on the hard drive you want to test (particularly important when testing the system boot drive).

An update to this thread.. I used to get much better results with HD Tune Pro with a pretty straight curve on the results now I'm getting this. I should also mention that my hard drive has really low transfer speeds used to be around 150-210mb/s for transferring stuff to desktop now its 30-50mb/s.. I recently updated some drivers and Idk if that could have this effect but maybe that's my problem and hopefully not a dying drive as its only 7 months old.

So I figured out the problem after 3 hours of checking everything and then 3 hours figuring out how to fix the issue... Apparently when I updated the catalyst drivers from amd, it installed something called AMD SATA Controller.. didn't see this before and I tried various way's to delete it and eventually the only way to do so was to go into the bios change the sata controller from AHCI to IDE/Legacy (that driver made the hard drive run as if it was an IDE drive) then boot into safe mode and delete every driver in device manager pertaining to the sata controller then once I booted back up I went into regedit and in the Hkey_Local_machine/system/currentcontrolset/services/msahci the variable for start is set to 3. Change this to 0 boot back into bios set it to ahci and reboot. then that was it! I need to run a defrage but I'm getting around 150-190mb/s.. pretty damn fast for a 7200rpm drive. This is a known problem but there is literally no fix I could find, it might be different depending per system and for whatever reason the microsoft sata controller drivers work the best.
