R9 290X 4GB Getting low fps in BF4

I bought a new R9 290X and while I've been playing BF4 on the card I'm getting like an Average 37 FPS I'm sure that isn't right. Thanks for any help.

Spec's:

CPU: Core i5 3470 3.2Ghz
RAM: 2x4GB Dual Channel Patriot Viper 1600Mhz
PSU: Corsair CX600
Storage: 1TB 7200RPM Seagate Barracuda

I have r9 290x and play bf4 maxed out on all settings with frame rates in the 60 to 80 on average only when there is allot of action do I occasionally dip in the 50. You might need to uninstall and reinstall drivers Plus the power supply is 600 watt and on a r 9 290x the minimum requirement is 750 w. So I think that the graphics card is being under powered.

Looks like a thermal throttle issue to me. If your card is using a reference cooler, it will definitely hit 95 degrees at load and then begin throttling to cool it down. I run a Sapphire R9 290 Vapor-X with an i7 4790k (both OC'ed) w/ an 850W PSU and average 100-120fps using Mantle, max settings and my GPU temp never goes above 72.

Any random reboots, BSOD's or artifacting? If so, then it may be a PSU issue since you are running less than the minimum.

Monitor your temps while your gaming and try adjusting your fan profile to keep it as cool as possible.

 
I wouldn't say it's a power issue, a decent 600W single 12v rail PSU can easily power a R9-290X.
I've had a 290X with a mild overclock paired to an overclocked 4790k for quite a while now, all powered by a 600w silverstone unit.

I'd want to know the resolution and settings that are in the game along with CPU/GPU temperatures before making a decision. The CPU utilization percentage would be good as well.
