I5 4670k
On a msi z87-g43
16gb ram
Gtx 770
Corsair 600w psu

1-30 pound cooler budget, e.g. Cooler master hyper 212 and tx3 evo.
Using such coolers and the specs above, how far could I overclock the i5 safely?
Also what settings in the bios should I change to make that happen?

With safety in mind the ARK Intel 15 4670k TCASE is 72.72°C a temp you'll want to keep in mind along with it's counterpart the actual core temps that are higher and that you'll get with after market progs like RealTemp or CoreTemp. How far you will be able to go in your OC depends primarily on those temps not being breached for any length of time.

As for settings it's not a good idea in the most general terms to borrow others settings as each chip behaves differently due to the silicon lottery as well as many other factors that are hardware related. It's very good practice to read a fair amount about OC'ing and you'll find a lot of guides and how to's for your chip. It's also sound advice to proceed patiently and get to know and...
