Here's a list of IPS, 21-24inch, 1080p monitors:

The Asus VS239H-P and the Acer H236HLbid looks like good chioces. Both have HDMI, DVI and VGA, and are within your budget.
EDIT: if you want to max you budget you could go for the, Asus MX239H. My friend also owns one of these and says it's pretty good and he feels like there's no bezel at all when gaming.

The Acer H236HLbid is one of the best monitors I have used and is only around 150, it is a great deal
