When Catalyst is being installed, Windows Crash/Stuck - XFX 7850

I was browsing on the internet when some white horizontal lines emerged on the screen. Few seconds after it, some horizontal lines began to appear on the screen soon the after it the system crashed with a green screen.
The windows was restarted and when it's begin to login a a distorted image appears and crashes the windows, like the picture shows below:

Whenever the system tries to load that screen shows up.
I managed to access the desktop in safe mode and uninstall the catalyst driver. After it i can acess the desktop in normal mode.
But when i try to install any catalyst driver (windows driver also from windows update), the damn greenish screen appears locking the whole system and to i have the acess the desktop on normal mode i have to perform all the process in the safe mode.
I also tested the video card on another computer and the same problem occurs when I try to install the video driver (Catalyst or from Windows Update).

Now i cant use anyone 3D-OPENGL app because that vga only have the function of bypass the image to the display.

Can someone help-me ?

As said earlier, horizontal bars suddenly appeared on the screen and the computer restarted. everything was working for a year and a half. Already formatted the disk, upgraded the damn bios, cleared the board and components and checked if there was a blown capacitor, but still the same problem. When I try to install the catalyst or windows update video driver the system hangs completely.
Any tips or possible solution?

I guess that card warranty will expire in the next 3 months, 2 years in my region. 3 weeks ago i have created a support ticket, but the XFX team does not answer me until now.

Well folks , I tried to change the OS . I tried Linux but gave no video. Then I tried the windows 7 32bit , which gave video.
In windows 7 , i downloaded and installedcatalyst ( without the control, only the basic drivers ) . The surprise is that the driver could be installed , but after resetting the windows , the system managed to pass the login without stalling , but with the presence of horizontal bars in the image , and moreover , the GPU - Z was able to identify the VGA .

However, when I run Internet Explorer, the screen gets all blurry, and soon after, the damn blue screen appears

Already three weeks will do that this problem happened and XFX does not give any sign of response. Has anyone had a similar problem?
