Problem with dll's

So last night I came home and my computer was shut off. I turned it on and got a lot of errors when I loaded windows. None of my programs would open with the error of "Internet security will not allow you to open this program". Every solution I had looked up involved opening up some program and I couldn't fix it. I system restored it to a previous date that every thing was working fine and it didn't fix anything. I then system restored it to an even earlier date and I could actually open files. Every time I open something though, it tells me that the dll file is missing, but then it still opens the programs. My chrome is really janky and none of it's extensions work and it forgot all of my settings. None of my video players work and it tells me the dll is missing.

So I have no idea what's going on. I tried System file checker to fix it and it said there were some missing files, but it couldn't fix it. I'm not sure what to do and hopefully one of you guys have an idea. Sorry if this is too vague, I'll try to give better information if you need some.

yeah I read about that. Honestly, if my video players worked, I would be completely fine haha. I just can't play any video and all that happens is the program crashes the second it starts a video. It doesn't give me any dll error or anything, so I have like no idea how to fix it. I tried reinstalling one of the programs and it still just crashes
