Thermal Paste - Is it Necessary?

I got an Intel core i7 3770k yesterday and I'm going to use the supplied stock fan as the cooling system (I'm not planning to OC it)
I heard that there is no need to apply thermal paste when installing the CPU as the heatsink already has it applied. But i'm not sure if I can install the CPU without thermal paste.
What should I do?

BTW, is it important to install the CPU before removing the CPU cover on the mainboard? There is a caution on the cover about that! I thought may be it's about keeping the CPU in the right place while installing it. I removed the cover first! Is that a fault?
