can i setup a wireless network on my laptop?

what i want to do it let others in the surrounding buildings opportunity to grab lectures that are stored on my laptop.

Yes, mostly.
However...

The range will be severely limited. And you have to leave your laptop on, and in the same place all the time. What if someone wants it at 2AM? Or while you are traveling on the bus?

A much better solution might be Dropbox or similar. Upload what you want to there, and give out the url. 'Here are the lectures'.
Convenient for you, convenient for everyone else.
