Only half my system memory is usable Windows 7 Ultimate

Mobo: ASROCK 960GM micro ATX mobo
OS: Win7 Ultimate 64 bit
RAM: 16 GB G-Skill Ripjaws X DDR3 1333 MHz
HDD: Samsung Evo 120 GB SSD (OS)/ 80 GB SATA (Backup) / 500 GB SATA (Storage)
Video Card: ATI XFX Radeon 6950 HD Black

If anyone could help me here I'd greatly appreciate it. I'm an IT and typically very good at this stuff but I'm stumped! :heink:

It should also be noted that I *TEMPORARILY* fixed this problem by setting my on board UMA settings to disabled and setting the shared memory to 32 MB, and booted up, went to System and all of my RAM was used; however I was immediately prompted to reboot my system. After I rebooted, it was as if I had changed nothing. I tried reflashing the BIOS and this changed nothing, tried changing settings back to factory default and nothing. Called ASRock and they suggested RMAing it, but I just think RMAing a board that has no visible problems is silly.

I feel like what I had that (for only 5 minutes) worked was like lightning in a bottle :(

Also, I have done msconfig and unchecked the maximum memory.

I reseated the processor, reseated the DIMMs and even swapped sticks (my MOBO only has two DIMMS A & B), then tried booting only with one stick in each slot (total of 5 attempted boots to single out variables here) and each time with only one stick in one slot either A or B, it read 8 GB of ram, all usable. The fifth time I booted with both sticks in it again gave me 16 GB ram, 8 usable.

I tried resetting the BIOS via jumper, nothing. I downloaded Speccy and it said both slots were occupied 0 free slots with 16 GB, only seeing half as physical and then 16 GB as virtual with 14 GB available virtual memory.

Tried all BIOS settings for allocated memory.

Tried the UMA settings

Tried resetting BIOS defaults within BIOS

When reseating the CPU I also checked for bent pins and/or any paste being where it shouldn't be.

I also checked the pressure on the CPU from the heatsink as I have heard that could cause it too.

In short, I lurked these and the seven forums quite a bit before I posted this question because I didn't want to ask a stupid question. But it seems even after doing my homework there's still an internet tough guy who assumes too much just waiting to flame me.

Got any suggestions past what I've attempted?

RMAing it seems silly considering that for a brief 5 minutes everything worked PERFECTLY which while it didn't last this tells me it's probably not a defect on the board.
