I'm keeping same motherboard. Will I have to re-install windows again or will I get to keep my original programs/settings/data?

You should be okay. You might have to re-register your Windows installation, or let Microsoft know that you just replaced the CPU, but otherwise I don't see any potential problems.

Everything will be the same. All the data is on the HDD, not the CPU(I used to have this ideology also)Also, what are your build specs?
