my PC smoked up

I am in desperate needs at the moment. I recently purchased a r290x as an upgrade from a 7950. I unplug all the power install it, plug back all the power and starts it. Then there was this pzzz sound and a string of smoke came out out my PC. I think I fry something but idk what. I think it because my power supply didn't generate enough power. But now my GPU fan won't turn neither is my 7950 fan. The only fan that turn is the power supply fan. How can I check which part is fry and which is okay? Please god let my r290x to be okay. (I try to test by plugging the 7950 back in) why do I do now? Can someone help me please!
 
Solution
A good bet is that, indeed, you need a new PSU.
Antec,xfx, or seasonic are good brands.
Make sure you get 40A or so on the 12 v rail

2x 4gb rip jaws x Ram
500 w power supply ( I think, idk how to check)
Amd fx 8350 4.0 GHz
1 tb Seagate
100 GB Kinston ssd
7950 sapphire ( worked for years)
290x sapphire ( hissed, smoked, now PC dead)

My imidiate concern right now is whether the rest of my hardware are alright, especially the 290x =(, the fan for the PSU is spinning and its light are working when I turn it on. But the fan on the CPU, case, and GPU are not. Im not an expert but I think my mother board is fry. I snif around, and the since of burn came from my DVD player?
