CPU fan set at 0 RPM

so i've been testing my fans with SpeedFan to find the optimal performance to sound settings, but during that time, i found out that my CPU fan (noctua NF-F12) can be set at 0 RPM along with my other case fan. i was wondering is it bad (going to dammage)to have a fan run at 0 RPM? besides the obvious heat issues. this is just for curious sake

You do not want your cpu fan to ever be at 0 RPM's. With most fans, I would suggest a min. of 600 RPMs. But that also depends on what you're running. What is your system config? Cpu, MB, Cooling solution, etc.

I'm running a 3570k at stock speeds, hyper 212 plus on a MSI z77 G45 THUNDERBOLT, GTX 660 ftw

Run your fans at 600RPM and they will be silent. You can set them to raise from that 600rpm speed if things get above a normal temperature. But if they are too loud for you, then you might consider upgrading to Cougar fans. I run 4 of them at a constant 100% and I can't hear them at all.
