I don't know if overclocking is disable on my laptop but if it is can anyone show me how to disable it.

It looks like you would have to get a modified Bios. I've found others looking for an unlocked bios for that model on Google. I don't recommend using a modified BIOS at all. There are risks of bricking the laptop, and you have no way of knowing what other changes to the BIOS are being made. The small increase in performance you will get are just not worth the risks. Here is a site that posts modded BIOS files if you insist on trying this. I wouldn't recommend it though.

intel extreme tuning utility is used only on Alienware Dell desktops and laptops and only if it came preinstalled - BIOS suppose to be completely unlocked, which is not the case with any regular Dell computers.

So, basically, all Dell laptops and Desktops are not overclockable except Alienware, nothing more to say here.
