PC does not boot from ANY device, including HDD, Recovery drive, USB, External drive. "Reboot and select proper boot device"

Hey. I have had this issue for a month, and I am very annoyed. I boot from my external DVD drive (the internal one is broken). There was a movie in the drive which I wanted to watch, but Windows would freeze upon playing. I booted from the DVD drive to see if the movie would play. Now, all of this is happening. First, I got a "Reboot and select proper boot device" message when I booted from the HDD. Windows Boot Manager appeared as the primary boot option by default, so I booted from that afterwards. I get a Windows loading screen, and it just stays there and nothing happens. I created a recovery DVD and USB stick, none of which booted correctly. Both would load endlessly. I also replaced my CPU and motherboard today, and that did not fix it. Is it a faulty hard drive? I built this PC 4 months ago, and everything has worked fine until I try to watch a movie.

How can watching a movie break a hard drive? It seems so confusing that I cannot even boot from any other device, so why would it be the hard drive?
 
You can't 'Boot' from a movie unless you Restart the PC. If you restart the pc too many times without a full boot then it'll wipe the POST sequence in the Boot file.
Watching movies doesn't 'break' a HDD. But say if the drive is full then that'll cause problems. Especially if it's the drive with your Operating System (Windows) on it.
So the first thing to establish is - does your pc boot 100% OK? Just turn it on and see if it loads Windows. Tell us what happened.

When I boot, I get a Windows loading screen. It starts loading after 10 seconds, and then goes black.
 
may help identify cd/dvd movie came from.did you rent it.

I bought it at Target years ago. It works on my laptop, but not on the desktop.
