I am currently living in India, and I will be building my first PC in the next few weeks. I am trying to decide between the a10 7850K and an intel i3 4130 with a discrete graphics card. My question is, does the intel and discrete graphics card give a large enough boost in terms of performance to warrant spending approx rs22000 instead of rs15000 for the APU? i am trying to fit the CPU and GPU under rs20000, (note that indian prices are usually 10-15% higher than in the US)

Solution
The discrete graphics card will probably do better but the performance you get for the price isn't very good. The Kaveri APUs are very capable and since AMD is coming out with Dual Graphics (crossfire between APU and a dedicated GPU), you're pretty good for the future also.

Good luck!

Yeah go for the i3 with the 260x, much better performance over a 7850k alone. It will likely run cooler than an FX as well since you're in India. The FX 6300 gains ground if you overclock it but that means more rs.
