fast connection, but Chrome moves like a glacier

I finally upgraded to what should be a very quick new desktop PC (direct from HP, a Core i7-4770 CPU, 3.4GHz, 12GB, Win8.1/64, Radeon R7 240 4GB), as well as a today-activated cable connection. Speed tests consistently shows my internet download speed at around 22MBps. But my browser speed sucks to the point where obviously something is wrong - for example, opening this page took about 45 seconds. Sometimes pages just fail to load entirely a few times, then will come up with persistence.

Is there a standard procedure, or better yet, a built-in diagnostic tool for this?

Ok how about revealing how you are connecting to the cable modem ethernet or wifi?
If wifi what is the link speed? What channel are you using? What other modems nearby are using the same channel?

Is this happening just now or throughout the day/night?

Cable is a shared resource so time of day has an effect, so movie streaming time can slow things down.

When you do a speed test you need to test to several endpoints, and remember that although some sites are cached others are not and may be quite distant.

I wrote a reply to this last night and - no huge surprise - it never posted and I guess was lost via my refreshing attempts.

A few pages load reasonably quickly, most take minutes with repeated reloading, and often time out. This happens ALL THE TIME.

NOT correspondingly, speed tests are always over 20MBps (I've done a lot of them) or the speed-test page times out. Right now, I'm streaming a test-movie and radio - with no interruptions - yet reloading the NYT home page gives me an "Oops! Chrome timed out..." after 15 seconds of hourglass. I'll soon try Firefox to see how it does - maybe even MSIE.

I'm hooked up through ethernet only - too new of a connection...and no, I couldn't get my router's home-page to open to set it up for wifi access yet.

Ok running speed test and having it timeout says a lot.
However You did not answer specifically what I asked.
Did you choose different endpoints? If you get no choice of endpoints then use a different site.
Did you use different speed test sites? Try http://www.speedtest.net/
Did you test at different times of day and night? Including your movie and site load tests?

Again this is a shared resource at certain times of the day/night your neighbors can be using the cable to play games or stream movies the cable company may prioritise service.

Your comment on a Saturday morning a high use/traffic time gave you a streamed movie ok, but a time out on a site load. Not all sites are created equal when they get over loaded they drop your connection.

The web is itself a shared resource and has tier levels that have different priorities so sometimes the net for me chugs and sites timeout. Backups are run and on a world wide web through the the day or night depending where you live.

Just a few minutes ago I clicked on a link in a forum entry here and Amazon timed out and I checked Newegg and it timed out, two or three minutes later all is well.
