mouse keybourd won't light up, monitor no signal

the mouse/keyboard won't light up (i assume there is no power) and the monitor says 'no signal'.
All fans works fine except gpu fan runs for a second and then turns off
System spec.:
AMD FX 6300 3.6 GHZ
MOBO ASUS M5A97 LE R2.0
GRAPHIC CARD SAPPHIRE R7 250 DDR5 1GB
HDD 160GB
PSU CORSAIR VS 450 W
RAM G SKILL RIPJAWS 4GB
CASE LANCOOL PC-K57

hey, i manage the mobo speaker, mobo & mouse keyboard light, but now got a short beep and than one continuous beep followed by three short beep (no VGA detected)....
VGA cable connected to monitor through graphic card, on-board no VGA port so no way to check without graphic card
please guide me wat to do???

I had checked my r7 250 with my friend's intel core2duo rig.
it works fine
than i assemble his dd3 512mb graphic card to my mobo. its awesome, i got display.....yeeepiiiiiiiiiiiiiiii
but im confused, why im unable to get VGA signal with fx 6300 & r7 250......
anybody please help.....
