I'm new to PC building and I need some help on cooling fans. I need to know the best position for the fans to get the best cooling possible while minimizing dust. And also if you guys can recommend some cases that are below $80 with the best cooling possible. Thank you so much

I have personally found that there are a lot of economical cases that do a good job of cooling. I recommend running intake fans in the front and exhaust fans in the back and or top. I have not found a good way of entirely keeping dust out though. On my current rig, I have good filters at all intake fans, and no open fan locations, but still have some dust build up that I clean every 6 months or so. Having intake filters definitely helps though.
Something like the Corsair Carbide Series 400R would be great. If you upgrade the exhaust fan to a 140, it would be even better.
But, if you would like to save some money, there are some more economical cases available from company's like, Cooler Master, Corsair, Antec, Fractal Design, ect. that would also do a good job for you.
Just remember to think about the way air will flow while building your case. Drive bays, cables, cards, and such will affect the way air travels through your case. Keep this in mind while planning how to pass air over your core components.

Yes, SSD/HDD generate very little heat, with all the cases that I have owned the fans have blown right over the drives (HAF 912/ Level 10GTS/ Rosewill challenger) Even if they don't blow over the drives it should be fine as long as you have good air circulation in the case.
Generally 1-2 intake and 1 outtake is a good blend. obviously try to mimic the ratio if you want more fans. but you should just need 1-2 in and 1 out for a general PC build.

What case ?
More intake fans than exhaust is what you need for positive air pressure , this means less dust in your case ,
usually intake at front of your case , exhaust at rear and top of case , intake on side and bottom of case
