WIFI symbol mystery

I'm having a bit of an issue with a WIFI symbol. It appears to look like a badge with an exclamation point above the normal bars. It's NOT a triangle with an exclamation. It disappears randomly and comes back randomly. It will not allow me to connect; what does this symbol mean? It looks like a heart but with a third curve in the middle (badge). Any ideas would be greatly appreciated. Thank you.

if windows 7 it could be a shield which means UAC and it needs an admin to run....maybe dont quote me on that.

have you tried resetting the router and adapter?

Well, it's not my wifi. I live far from the nearest inhabitant in my area, and this wifi signal is peculiar to say the least. I was curious what it represented. Needless to say I cannot reset any thing, for it's not mine. Thank you, though.
