Deepcool Gammaxx 200 not working properly

I Bought Deepcool Gammaxx 200 and It isn't helping me at all, the average temperature are about 60 degrees and while I am trying to install a game (not even play) it reaches around 75 degrees. It is even worse than my AMD stock cooler. I was playing Civizilation 5 only for 5 minutes and then the computer just shut down.

My PC config are
AMD Athlon II X2 245 2.91 Ghz
M2N68 AM Plus Motherboard
Nvidia GT 630 Graphic Card
Deepcool Gammaxx 200 Cooler
Zebronics 450 W PSU
160 GB HDD

Guys please help me, I don't know what to do now.

1) Case. How big is your case? How many exhaust does it have?
2) Airflow. Your case generally should intake air from a front fan and exhaust it out the back fan for the best results.
3) Cable management. Cables should be tied down inside your case to maximise airflow throughout your case, thus keeping your componets cooler.
4)Thermal Paste. Have you used thermal paste on the CPU? No more than a "pea-size" of thermal paste should be used on the CPU.
