Graphics card and power supply fitting my PC

I don't understand much about the technical details of my PC, but here's what I got from the Device Manager on the control panel:

ACPI x86 based PC,
Display adapter: Intel(R) G41 Express Chipset
DVD/CD-ROM drives: Magic ISO Virtual DVD-ROM0000, TSSTcorp CD/DVDW SH-S182D ATA device.
Monitor: Generic PnP monitor
Processors: 2 Pentium(R) Dual-Core CPU E5700 @ 3.00GHz
Storage controllers: MagicISO SCSI Host Controller

2 questions:
1) Will this power supply: http://www.ebay.com/itm/NEW-400-Watt-ATX-Computer-Power-Supply-Desktop-PC-400W-for-Intel-AMD-PC-SATA-/221217521777
fit my PC?

2) And will the Sapphire AMD Radeon HD 7770 graphics card fit with it?

From what I understand the parts I listed are the ones that matter when it comes to whether a certain graphics card would fit my PC or not. As of now I'm using the on-board graphics card which works for video games about as much as dog turds would work as a healthy dinner.

So will the Sapphire AMD Radeon HD 7770 and the power supply I chose fit my PC? It's the best parts that I could find in my budget.

  1. That power supply is a hazard to any system it's installed in.
  2. Hmm. Why's that?
And if so, do you have any cheap suggestions that are equally as good?
