bad fps gtx780

i really need help with this or im just gonna have to try send the card back
ok so i have a
gtx 780 superclocked acx edition
amd fx 8320
5.5tb of storage including a 2tb sshd
780w psu
8gb of ddr3 kingston ram
m5a78l-m/usb3 mobo
IN Win GR One Gaming Case Full Tower E-ATX USB3 White
and a h80 on my cpu and also lots of other fans in case keeping it very cool

i constantly have bad fps on bf4 and bf3 and even bad company 2 i am always dropping below 30 fps when nothing is happening and they aint the only games nearly everything sucks its driving me mad i have reinstalled windows re seated the card and all my ram i have cleared all drivers and installed new uninstalled games reinstalled them but nothing ever helps i have not overclocked the card and even under load it very rarely goes above 70 i really dont know what else to do

Drivers up to date?
Extra power plugs inserted properly into gpu?

everything plugged in proper its a g7 power extreme psu and its almost brand new a few months old and it doesnt matter if i turn the settings to low i still drop down to 25 to 30 fps for like 30 seconds for no reason

What model PSU ??

If you went as cheap on your power supply as you did your motherboard, and if the PSU is multiple +12V Rails, you might have issues.

Your card can average 240-250w and peak at 275w.

are you using a beta driver? I would try installing an older driver to see if you get the same problem.

i didnt pick my psu or mobo a guy i used to use when i was first starting out picked them so i really didnt know it was cheap the psu was 70 gbp when i brought it i may have to try change my mobo and psu then

A potential problem I can think of is your PSU. http://www.maplin.co.uk/p/g7-780w-atx-pc-power-supply-n34hc Any 700+w psu with only 2 x PCI-E = crap the stated output is 780W max not continuous output. Try to buy 80+ certified from reliable makers and their power ratings are continuous not max.

xfx(seasonic made) 650w power supply. should be fine for an 8320 and 780, as long as your not doing any extreme overclocking.

also make sure your cores are not parked. i dont know how to fix it or check it, i just know ive seen people talk about it.

Download and run OCCT.

At the end of a 1-hour CPU test a window will open with multiple charts. The charts will show power delivery and any "ripple" to the CPU and video card.

The GPU test is Furmark --- not sure I would run that if you think you have issues with the PSU. Furmark is a load

that does not reflect real-world conditions but will certainly stress your video card and PSU !!
