Windows 7 won't load

I built my PC a few years ago and used the OEM version of windows 7 64bit. I have windows and drivers installed on a ssd and everything else on a standard hdd. I had issues with it crashing so I upgraded the GPU, psu, case and upgraded the ssd since the original only had 64gb and was almost full. I cloned the ssd, installed everything and all seemed to be ok. However, I ran disk defrag today and it crashed, so I did the sfc command and received several errors that could not be repaired. I then ran some registry cleaners and now windows won't load at all; I receive fatal error c000021a. Windows tried it repair the errors but could not and I tried using the OEM disc, but that didn't work as we'll. I still have the original ssd I used so would connecting that again, then backing up my info to my external hdd, then connecting the new ssd and doing a clean install of windows 7 fix this issue? I also had thoughts of upgrading to windows 8 anyway so would doing this be the easiest solution and if so, what version of 8 would I need? The update to 8 or a brand new version of 8 since I can't load 7 at all. I don't have a windows 7 repair disc so that's not an option so any input would be appreciated.
