CPU Fan wont stop spinning

I recently got a computer from newegg with windows8 on it
a few days ago anytime I turn the PC on the cpu fan speeds up to 4109rpm (speedfan program tells me this )

if i let the PC fall asleep the fan will stop and about 75% of the time when i wake it up it will start
the cpu is not overheating it 30c

I talked to a friend and he says it is somethign with windows 8 telling the fan that the cpu is overheating when its not but i cant find anything on this

Your friend is right! Something is controlling the CPU fan to a high speed. Can you check the temps using RealTemp? (I know you said 30 degs C).

If the temps are fine at idle (around 30 degs C) then the fan may be defective, or the control in the BIOS is set to make it run at high RPMs regardless of the CPU temp.
 


No, that would not be the right way to solve the issue.

Like I mentioned earlier, can you check the CPU fan speed settings in the BIOS (EUFI)? If the setting is "Run at 100% for temps over 30 degs" then the fan will run at full speed even though the CPU is not over heating.
