Secondary GPU fan idles unless profile set to 80%+. How to make it constant?

Greetings kind people.

I have a Sapphire 7950 Dual-x that is factory OC and it's running quite hot. I don't recall if both fans spinned since the beginning, but they do not now. I am uncertain if this is some kind of 'power saving' or not, but i am looking for a way to make both of gpu fans running at all times, as currently only one does so. The other starts when fan profile (using Trixx) is set at least to 80% (and the 'working fan is much louder than the other, so 80% is quite noisy and i hate running them that fast).

The awkward thing is, the fan that is idle is above the PSU, thus making the GPU get into ~78c range pretty easy under decent load and still running only one fan.

So please help me if you have any idea how to make both fans work, as i could not locate anything under regular BIOS ( i have an Asus p8z77-v mobo). Also running a 700w Corsais GS so power should be ok. The connector on gpu for the fan is all the way in, i checked.

Anyone has a solution other than returning it? I've already returned this card twice (got a new one back) and it seems like i have no luck with it. Forcing a vent to run at all times shouldn't be hard, right? :)

Turns out i don't have the original boxing anymore and the providers for the shop i bought it in require the numbers on the box to confirm the RMA. I'm gonna try to get it through anyway since it's the 3rd time i'm sending this model back. I'm sending it on monday, but until then, i'd be very glad if anyone has any idea if it's fixable from home?
