I am upgrading to a 750 TI
I was just wondering what else I should buy so my computer can run with the 750 TI like a new (but not too pricey) PSU, ETC
I was also wondering if a new CPU would be more beneficial to my computer than a GPU. I'm looking to run BF4 if that helps anyone.

A 7570 huh? hmmm that's odd first time i hear about that, if you ask me a GPU upgrade is best, your quad core may be kind of weak but not as weak as the GPU, also changing CPU would mean changing motherboard too because the socket your mobo has is outdated, also you may want to change PSU to a 500 or 550w certified one (80+) and of good brand (XFX, Corsair, Seasonic) if you ask me i think your A-10 can manage BF4...

I agree. Don't change the processor, and I assume you are dumping the integrated graphics. A PSU change can also be better, just make sure it is certified at least with a bronze certification.
