1200 for Video Editing PC

I see a lot of these threads. I've never built a pc before, I'd love to spend about 1,000, but it seems I may have to spend 1,200 USD.

What about this build? I know MicroCenter has the 4770K for cheap right now. Can I get buy without 32 gigs of RAM, IOW's only 16? I already have an 840 EVO 250 GB SSD, so I don't need that, and I have a monitor, keyboard, and mouse already too.

I was also wondering why I couldn't simply save some money and build a pc with the 8 core AMD chip.

Y'all let me know how to tweak my proposed pc, hopefully to save some money.
