Yes, though the superclocked version would have to be downclocked to match the clock rate of the first.
The PSU you'd need would need to be pretty hefty, considering a 550 Ti takes 24A on the 12V rail, so 48A for both.
I'd say at least 750 Watts to be safe.

Actually the 550Ti only needs about 9.6 amps not 24.

A good 500w PSU would be enough depending on the rest of the PC.

I screwed up on my math there, accidentally doubled it all.

 
No, you won't need to do anything, it'll do that on its own.
The 550Ti FPB has a core clock of 951 MHz and a memory clock of 1089 MHz.
The 550Ti Superclocked has a core clock of 981 MHz and a memory clock of 1128 MHz.
The Superclocked will lower its clocks to 951/1089 to match the FPB.
