fluctuating +5 rail normal?

my +5v rail is always fluctuating from 5.088 to 5.066 . is there any way to make it stable? and is this normal?

+3.3 V 3.296 V
+12 V 11.986 V
+5 V Standby 5.236 V

A decent power supply has a voltage range on the 5V line of about 3%, your measurements have a range of about 0.5% so is well within the designed fluctuations.
Also where are you getting those readings from as most consumer test meters will have an innaccuracy of about this amount as will the measurement chip on the motherboard.

Depends on the PSU and quality of it and quality of the test equipment used. You will nearly always get some fluctuation (some are so small standard test equipment cant see it) What brand and model PSU are you using?
