my +5v rail is always fluctuating from 5.088 to 5.066 . is there any way to make it stable? and is this normal?

+3.3 V 3.296 V
+12 V 11.986 V
+5 V Standby 5.236 V

The voltage you are reciving os normal nothing is wrong

The voltage acceptability limit is generally considered to be plus or minus 5% for a power supply. The stability of the voltage does seem to be a little suspect, but the actual voltage output is pretty normal.
