Can Sapphire - Dual-X R9 270X OC With Boost run with my ATX - 450W PSU? It's a built in psu that came wih Avaris case.

my spec
Intel core I5-3470 3.2 ghz
1 HDD 500 GB
1 4GB DDR3 Ram
Motherboard ECS H61H2-MV

If not, are there any good gpu that will run Assassin Creed 4 with max setting at 1440x900? I still using Intel HD Graphic and plan to buy a good GPU within my budget (around $200).
I originally wanted to buy GTX 650 ti boost 2gb (it's only need 110w), but in my country it $20 more expensive than r9 270x
Hope I don't need to upgrade my psu because the cheapest 550w psu will cost around $60 ($50 for 500w) and it's mean I need to get cheaper gpu and the best I could get with $140 is GTX 650 1 GB or r7 250x/hd 7750. But I think without upgrading my psu I still can use these gpu. That's why this is a very confusing matter for me now :(

Thanks in advance :)

No. You need a minimum 500W PSU with a minimum 24A on the 12V rail.

A 450W PSU will nly run current bottom end AMD and nVidia GPUs - GTX750Ti and R9 260X

For 1440x900 I wouldn't get a 270x. That is overkill. Look for something like a amd 270 or nvidia 660.

Yes, a R9 270x will run just fine on a 450 W true rated PSU... i got one set up here... its runing 24/7 one of my mining rig... its a MSI R9 270X Hawk... had manually OC'ed its memory to run at 1500 MHz (6000 MHz) from the factory OC'ed 1400 MHs (5600 MHz) and manually OC'ed the core clock from the factory OC'ed 1150 MHz to 1200 MHz... my PSU is a Super Flower SF-450P14XE(HX) 80+ Au certified...

here's the other components...

cpu: i3-2130 with stock intel HSF
ram: 16GB (4 x 4 GB)...DDR3 1300 MHz (2 x Kingston HyperX Blue and 2 x Avexir)
mobo: MSI Z77MA-G45
hdd: 1 TB Toshiba 7200 rpm (3.5")

sometimes, i'll play BF4, and BF4 on this rig at ultra gfx preset @ 1080p resoluton on an Acer 27" LED backlit monitor (H274HL)... i usually play online... gaming performance is very acceptable... very nice fps...
