Help configuring computer and monitor flickering problem

I have seem to have flickering problems with my monitor at 1280x1024 resolution at 75hz. on my i7-4770k, window 7 computer. My graphic card is Nvidia Geforce GTX550TI 1gb. On my old gigabyte pentium 4 window xp computer i do not have this problem.

I noticed that when i use EVGA Precision X on my i7 computer I cannot downclock my GPU which is at 970mhz . Standard clock speed showed on the box is 900mhz. For some reason it is locked at 970 and i cannot go below that. On my pent 4 computer i can downclock my gpu with evga precision but my i7 cannot. I am wondering if the bios have anything to do with it.

Also If anyone can help me optimized my bios configuration and see if the voltages on my computer is sufficient enough or not. I left everything at stock default bios setting. Maybe that is the cause of the monitor flickering?

Comp spec:
Monitor Mag Innovision 19"inch
i7-4770k cpu @ 3.50Ghz
Asus Z87-A motherboard
Window 7
8gb ram 1600Mhz
550 PSU

Current bios version 1802
Motherboard bios display voltage 1.04v

This setting is under Monitor tab in the advanced bio:
Cpu Temperature 42*C/ +107*F
MB temperature +28*C / +82*F
CPU core 0, 1, 2, 3 voltage is at +1.040V
3.3V voltage @ +3.344V
5V voltage @ +5.080v
12V voltage @ +12.288V

BTW: when I click advanced setting on my GPU properties and into monitor tab it sayd Generic PnP Monitor. Is that suppose to be correct?

omg i think i fixed it. i followed this guy Destroyer99 instruction on this website http://rog.asus.com/forum/showthread.php?19898-Please-help-with-screen-flicker-issue, did a customized setting and input 76 Hertz refresh rate and boom the flickering stopped. FINNNNNNNNNAAAAAAAALYY after 2 months of enduring that sh*t

My monitor is LED or LCD, the flat screen one. I am using Mag Innovision LT976s

The PSU i am using came with this i7 bundle i bought :

i could downclock with precision x before on my pent 4 computer, but on my i7 its locked at 970 clock speed. I can't go below that. I am wondering if the mobo bios have something to do with that? If it does I'm not sure what setting I'm suppose to configure.

What do you mean the voltages are very accurate? Can you elaborate on that cause I wrote them down just as they are displayed in my BIOS. Or am I not looking at the right tab for the voltages?
 
That's one crappy looking PSU. See: http://www.realhardtechx.com/index_archivos/Page2713.htm Its not even certified.

My 12V is on 12.144 to 12.197V, 5V on 5.088 to 5.064 and 3.3V on 3.36 to 3.392. I'm using HWinfo 64. Your 12V is nearly 12.3 - a bit too high. That's why it's not certified. Its not accurate enough.

So can you also try Afterburner instead of Precision?

I'd feel a lot better if you replaced the PSU with a better one.

Asus make good mobos. And evrything else should be OK.

But I'm not sure about the monitor either. How old is it?

I've been using this monitor for more than 10 years i believe. It has no problems with my old pent 4 computer. This my first time experiencing monitor problems with this i7 computer. I will try MSI afterburner and let you know how it goes.

i don't have another monitor. Do you think I don't have enough power like voltage going through my GPU and monitor?

i think i flashed my bios to the current version. i didn't touch anything in bios after i put the ocmputer together. screen starts to flicker above 1024x768 resolution. I uninstall the current nvidia driver and installed the old 280.26 driver that came with this GPU card but still doesn't fix the problem.

what is VRAM is that Memory clock?
I don't have another VGA cable
the monitor works fine with 1280x1024 reso on my old gigabyte pent 4 computer with same GPU.
