overclocking a cpu based on psu

i want to overclock my cpu intel core2duo-e7500-2.93GHz to 3.2-3.4GHz using [ASRock oc tuner](http://www.asrock.com/feature/OCTuner)
my [psu](http://www.zebronics.com/products/gold-series/zeb-450w-t-sata-plus) was zebronics 450w whose total output was about 12*16=192w
is it safe to overclock till that level
my build:
Intel e7500-2.93ghz
4gb ram, "zebronics 450w-psu", "Asrock G41m-vs3 r2.0"-mobo, "Amd/Sapphire 6570 1gb ddr3"-gpu
and also about 5%overclock of my gpu
please give the possibillities of overclocking cpu or gpu or both...

Solution
Though you have the headroom to OC, that PSU brand is not of anything quality so I would avoid OC at all costs. The PSU could fail and is not of substantial quality to actually maintain close to the PSU's peak power.
