No BIOS But Have Power

I had no power to my Hp 8530f desktop computer. After some study I thought maybe bad power supply so I replaced PSU with proper rated 350 watt new unit. Then, with the new PSU, the case fan and the cpu fan came on, but no monitor display, No BIOS, no anything on the monitor except "monitor going into sleep mode." So I thought maybe bad mobo, so I switched out mobo with one I had laying around known to be in working order. Still Nothing on monitor. I have changed RAM with known good RAM and that did nothing. All devices have been disconnected, that is, HDD, CD-RW, front panel USB's and still no BIOS, no anything.

Original System specs are: Asus mobo M2N78-LA w/DIMM, 5.0 GB of RAM DDR2 6400, AMD Phenom 4 processor 64, onboard video adapter.

[The replacement system/ mobo was Intel DQ 45 with Intel 3.0 GHz dual processor, DIMM, DDR2 667MHz RAM with 4.0 GB].

I remain totally confused. Can somebody shed some light on this situation please? Thank you.

I can tell you this, from time to time.
The little socket that hold the bios chip sometimes warps and bends.
I say this because I have an asus board.

Now if I push on the bios chip it seats it flush in the socket.
And then boots properly from the bios.

The symptoms it exhibits when it works it`s way loose.
Is a power up but no screen image, and just the fans spin.

You never know try it.
Push on the bios chip with a finger if of the square type sat in a brown socket of the board.

Other than that its caps gone bad on the board. They will be domed at the top of them, and need replacing.

Thank you Shaun for responding. I will try your suggestion and see what happens, then I will follow up with you/the forum. As far as the caps (I take that to mean the capacitors) they all look good as far as a visual inspection meaning no leaks but, I realize that a visual does not tell everything.
